Chiedersi se esiste un omomorfismo suriettivo tra questi due gruppi equivale a chiedersi se esiste un sottogruppo H di ordine 2 in $ \mathbb{Z}/8\mathbb{Z} $ tale che $ (\mathbb{Z}/8\mathbb{Z})/H $ è isomorfo a $ (\mathbb{Z}/8\mathbb{Z})^* $. Ora, $ \mathbb{Z}/8\mathbb{Z} $ è ciclico, quindi esiste unico un sottogruppo di ordine 2, ed il quoziente rispetto ad esso è ciclico.
Invece $ (\mathbb{Z}/8\mathbb{Z})^* $ è trirettangolo, pertanto la risposta è no.
